While many state and local governments are seeing red when they open their ledgers, Springfield is still maintaining a positive cash flow, thanks in part to the city’s tourism tax and capital improvement projects from the water company, according to city auditor Danny Hardin. Hardin presented the Springfield City Council with the 2008-09 fiscal year audit last Tuesday, and he said the city’s expenses ending on June 30, 2009, were in line with expenses the previous year.
